This is because the geoIP database shows your address is in the country of Germany. Blocked at germany. A Court in Germany ordered that access to certain items in the Project Gutenberg collection are blocked from Germany.

Project Gutenberg believes the Court has no jurisdiction over the matter, but until the issue is resolved, it will comply. For more information about the German court case, and the reason for blocking all of Germany rather than single items, visit PGLAF's information page about the German lawsuit. All IP addresses in Germany are blocked. This block will remain in place until legal guidance changes. Project Gutenberg updates its listing of IP addresses approximately monthly.

Occasionally, the website mis-applies a block from a previous visitor. If your IP address is shown by Maxmind to be outside of Germany and you were momentarily blocked, another issue is that some Web browsers erroneously cache the block. Trying a different Web browser might help. Or, clearing the history of your visits to the site.

Please email the diagnostic information above to help pglaf. The software we use sometimes flags "false positives" -- that is, blocks that should not have occurred.

Apologies if this happened, because human users outside of Germany who are making use of the eBooks or other site features should almost never be blocked.

The word Anarchy comes from the Greek and its literal meaning is without government: the condition of a people who live without a constituted authority, without government. Before such an organisation had begun to be considered both possible and desirable by a whole school of thinkers and accepted as the objective of a party, which has now become one of the most important factors in the social struggles of our time, the word anarchy was universally used in the sense of disorder and confusion; and it is to this day used in that sense by the uninformed as well as by political opponents with an interest in distorting the truth. We will not enter into a philological discussion, since the question is historical and not philological. The common interpretation of the word recognises its true and etymological meaning; but it is a derivative of that meaning due to the prejudiced view that government was a necessary organ of social life, and that consequently a society without government would be at the mercy of disorder, and fluctuate between the unbridled arrogance of some, and the blind vengeance of others. Man, like all living beings, adapts and accustoms himself to the conditions under which he lives, and passes on acquired habits.

Malatesta's Biographical Information

Pamphlet first published in Downloaded with thanks from Endpage. We shall not enter into philological discussions, for the question is not philological but historical. The common interpretation of the word does not misconceive its true etymological signification, but is derived from it, owing to the prejudice that government must be a necessity of the organization of social life, and that consequently a society without government must be given up to disorder, and oscillate between the unbridled dominion of some and the blind vengeance of others. The existence of this prejudice and its influence on the meaning that the public has given to the word is easily explained. Man, like all living beings, adapts himself to the conditions in which he lives, and transmits by inheritance his acquired habits. Thus, being born and having lived in bondage, being the descendant of a long line of slaves, man, when he began to think, believed that slavery was an essential condition of life, and liberty seemed to him impossible.
